On Monday, the Department for Digital, Culture, Media and Sport (DCMS) announced that Ruth Evans has succeeded Charles Counsell to take on the full time role of Gambling Commission chair.
Counsell took the helm in February 2025 following Marcus Boyle’s departure in January last year.
Evans, who chairs Stop Scams UK, an initiative she founded in 2019 to unite banks, technology companies and telecom providers to combat payment fraud, will assume the position on 30 September, commencing a five-year term.

Japan’s gambling landscape has remained an enigma. It began as a seismic opportunity sought after by international casino giants following the enactment of its Integrated Resort Implementation Law in 2018, but as progress slowed potential bidders withdrew, and MGM Osaka emerged as the only new kid on the IR block, with a launch date of 2030.
Now, with Japan promising to open two more IR licences in 2027, ambitious bidders are craning their necks for a leg up over the competition. But Japan has telegraphed mixed messaging on the casino industry.
Depsite it having liberalised gambling in pursuit of the economic benefits that casinos can bring, its regulatory architecture and deeply ingrained social attitudes are not particuarly pro gambling.

In November 2024, Minnesota Valley issued the tribe a cease-and-desist order and threatened to disconnect Prairie’s Edge if the system was activated. The tribe countered that the utility’s generation restrictions did not apply because the system was designed solely to power its own property and would not feed electricity back onto the grid.
The array, which includes an 800-kilowatt battery storage system, is expected to cover about 30% of the casino’s electricity needs. Prairie’s Edge is the Upper Sioux Community’s principal economic engine, helping fund housing, healthcare, education, and public safety.
In June, Administrative Law Judge Joseph Meyer sided with the tribe, finding Minnesota Valley’s policies did not prohibit behind-the-meter generation and that disconnecting the casino would violate the cooperative’s obligation to provide service.
